Marketing and Communications Manager

As the Marketing and Communications Manager, you will support the President and Membership as part of the staff team, and be responsible for implementing communication strategies in support of the NASAO’s educational offerings, government relations and advocacy work, conference promotion, publications, and social media channels. You will also manage the organization’s website content, writing and editing, email and digital promotions, newsletters, print and media collateral materials, press releases, blog, and online social media. On behalf of the association, you will coordinate and execute a social media marketing and communications strategy to elevate, advance, and increase our social media presence.

Responsibilities:        

• Overseeing content, design and distribution of Board approved and identified communication vehicles, which may include a journal, weekly newsletters, legislative updates, and social media updates
• Writing, editing, and managing the design and production of promotional and marketing materials to support state aviation comprehensive training program.
• Developing and implementing communications and marketing strategies for Annual and Legislative conferences.
• Support ongoing market research and data analysis initiatives
• Tracking marketing program effectiveness, and manage the organization’s publications and website
• Managing production and deadlines
• Ensuring the proper branding of the organization in all collateral materials
• Managing project timelines, tasks and outside projects effectively
• Manage the website content to provide timely updates of all information.
• Segment communications where possible and ensure timely and customized messaging to key audiences.
• Work closely with any designated PR agencies on strategy and messaging.
• Audit the website, newsletter, digital and print materials to identify what is useful and to make recommendations
• Compose and distribute press releases regarding organization’s activities and accomplishments.
• Develop and edit the annual report, to be distributed at each conference.

Additional Responsibilities:

• Art contest – includes cataloging and organizing hundreds of art submissions; organizing the national contest; handling packaging and mailing art back to states and to the international contest
• GCR contracts
• Aviation Data Report – creating user logins and password resets; trouble shooting user requests; auditing list of state submissions; manually approving every state submission and then manually finalizing every submission
• Manage the organization’s annual scholarship and arrange the financial disbursements to students.
• Assist in management and execution of the organization’s two annual conferences, including: Manage speaker sessions for annual conference and associated work, Manage organization’s awards submission process and ordering awards, Booth setup, breakdown, and pre-arrangements and shipping.
• Webpage designer (IT work) to reduce contractor costs.
• Graphic designs and basic coding (graphic designer and IT work)

Qualifications:        

• Bachelor’s degree in Communications, marketing, or a related field, or equivalent experience
• Minimum of 1-2 years of progressive relevant professional work experience preferably in nonprofit trade and professional associations or on Capitol Hill
• Solid foundation and knowledge of marketing tools and new media
• Excellent writing, proofreading and demonstrated editorial skills, including press releases, media campaigns, website content and white papers
• Ability to manage multiple priorities simultaneously and meet critical deadlines
• Ability to work cohesively with board and committee leaders
• Proven track record as a team player who works well with colleagues and contractors

The theme for this year's 90th Annual Convention is "Honoring the Past, Embracing the Future." Presentations are encouraged to highlight topics that relate to future policy, technology, and workforce development as well as notable historical subjects that have affected our state aviation industry.

NASAO members, consultants, airport personnel, and others who are passionate about our aviation system are welcome to submit presentation ideas. If you don't have a specific presentation idea to share, suggestions for topics that you would like to learn more about or topics you would like to hear addressed by presenters are also encouraged. Lecture, panel, and activity-based presentations are welcome. Presentations may be 45 or 90 minutes in length.

Yesterday Senate Republicans released a $1 trillion coronavirus economic relief package that includes $10 billion in aid to the nation’s airports as the aviation industry continues to deal with the challenges from COVID-19. While short of the $13 billion many aviation organizations had hoped for, airports will be appreciative of the additional funding. This new grant would double the $10 billion more than 3,000 airports have already received from the previous grants in the CARES Act adopted in March.

Details are still emerging, but so far, we know that under the Senate Republicans’ plan, airports that receive aid would have to keep at least 90% of their workers employed through March 2021. The plan also seeks to address concerns raised in the previous aid package that disparities were created between different airports. Under the legislation proposed Monday, airports that received more than four years of operating expenses under the March coronavirus relief package will not be eligible for another emergency grant. The plan also provides $75 million for Essential Air Service.

This legislation serves as Senate Republicans’ opening offer in negotiations with Democrats on the next coronavirus relief package. A $3 trillion measure from House Democrats, which the House passed in May, didn’t include funding for airports, although their “Moving Forward” Infrastructure bill contained significant increases in AIP funding.  Negotiations are expected to begin in earnest amongst Senate Republicans, House Democrats, and the White House over a final package.

On behalf of NASAO, I would say that we are pleased to see that policymakers on both sides of the aisle agree that additional aid to airports is vital as the nation protects aviation – a critical part of our transportation system. We hope that the discussions to resolve the differing aid bills will extend to providing federal support for states as requested by the nation’s governors, including state aviation programs, which have also been hard hit by the decline in aviation tax revenue. State aviation agencies make it possible for airports to operate safely and meet the needs of the traveling public and businesses that depend on air cargo.

I encourage all of you to contact your state’s Congressional delegations or your Governor’s DC legislative representative and let them know that support for airports and state aviation agencies is critical if we are to maintain the world’s safest and most efficient aviation system.

The National Association of State Aviation Officials (NASAO) is the recognized voice of the states and territories on aviation and the national aviation system. Job Summary: Assist the President/CEO with managing all advocacy and legislative efforts and with the tracking of legislative and regulatory activities.

Principal Duties:

• Under direction of the President/CEO, take a leading role in managing NASAO’s public policy efforts.
• Work with the President/CEO to identify legislative and regulatory issues of importance to NASAO members and develop relevant messaging.
• Track legislative and regulatory activity of interest to NASAO and coordinate meetings with members of Congress and the Administration
• Work with President/CEO to support NASAO Board and Legislative Committee on aviation policy issues.
• Write regular communications and alerts to NASAO members on key issues
• Attend/monitor Hill hearings and write same-day reports for NASAO members
• Work with President/CEO in identifying key aviation policy leaders in Congress to approach with NASAO message and develop relationships of trust.
• Develop relationships with, and work with, staff in key congressional offices
• Work with President/CEO in maintaining key relationships and actively engaging with the FAA and other agencies and the Administration on relevant operational and policy issues.
• Work with President/CEO in developing a program to engage NASAO members, including NASAO partners, in advocacy efforts

Congressman Garret Graves Named Ranking Member for Subcommittee on Aviation

Washington, D.C. – On January 17, 2018, Congressman Garret Graves (South Louisiana) was named Ranking Member for the House Transportation and Infrastructure Subcommittee on Aviation for the 116^th Congress.

“The world population is approaching eight billion people and global trade is soaring,” said Rep. Garret Graves.  “We need modern infrastructure and an air transportation system that reflects this growth and change.  We are not there yet.  I am excited about the opportunity to be on the front lines helping to modernize our technology and aviation system from the one we have to the one we deserve.”

Graves served as Chairman of the Water Resources and Environment Subcommittee in the 115^th Congress and was instrumental in the development and passage of the America’s Water Infrastructure Act. He also worked closely with other Committee leaders on the Disaster Recovery Reform Act to improve Federal Emergency Management Agency programs and strengthen U.S. communities’ ability to become more resilient to disaster.

Dear Secretary Nielsen and Secretary Chao:

We are writing on behalf of the state and local government-elected officials, whom our collective organizations represent, to request that the U.S. Department of Homeland Security (DHS) and U.S. Department of Transportation (DOT) establish and maintain, prior to the proposal of any regulatory policies, a joint series of formal federalism consultations in accordance with Executive Order (EO) 13132 (Federalism, August 19, 1999) in response to the passage of H.R. 302, Division H, Preventing Emerging Threats.

Division H provides Secretary Nielsen the authority to destroy or overtake an unmanned aerial system (UAS), more commonly referred to as a drone, that has violated protected airspace or is otherwise posing a threat to the safety or security of the United States. Further, it requires the Federal Aviation Administration to develop a comprehensive strategy to provide outreach to state and local governments as well as provide guidance for local law enforcement agencies and first responders with respect to how to protect public safety, identify and respond to threats posed by UAS, and identify and take advantage of opportunities to use UAS to enhance the effectiveness of local law enforcement agencies and first responders.

In addition to the provisions of Division H, EO 13132 lays out specific parameters on how and when a federal agency must consult with state and local governments regarding the formulation and implementation of its policies. The implementation of H.R. 302 will have significant impacts on state and local governments, as one of the foremost responsibilities of both state and local governments is ensuring the protection of public safety, security and personal privacy. This impact is reinforced by Secretary Nielsen’s recent statements (U.S. Senate Homeland Security and Governmental Affairs Committee, October 10, 2018) regarding the department’s planned testing of counterdrone technology in certain populated areas.

Unmanned aerial systems simultaneously represent one of the 21st century’s more impactful economic innovations, as well as a potential public safety and security threat. State and local law enforcement officials are on the front lines of responding to and reducing threats from unlawful drone operation and are often the first to respond to these threats to public safety. Further, state and local law officials are also responsible for the enforcement of state and local criminal laws that apply to unlawful drone operations.

Prior to any testing of counterdrone technology and the establishment of any regulations governing the use of counterdrone technology, the undersigned organizations request DHS and DOT establish a consultation process to ensure meaningful and timely input by state and local officials and representatives from the undersigned organizations in the development of regulatory policies on the use of counterdrone technology. These consultations should take into consideration:

• What will be the conditions for notifying state and local officials on the intent to use counterdrone technology by the federal government?
• What are the state and local responsibilities and costs associated with training and equipping law enforcement officials in the operation of counterdrone technology?
• What should be the “rules of engagement” governing the use of counterdrone technology, especially in urban and populated areas?
• What are the state and local liabilities on the use of counterdrone technology?
• Any additional concerns state and local officials may have on the use of counterdrone technology.
  

To ensure the safety and security of both the national airspace and states and communities across the country, it is imperative that federal, state and local governments work in close coordination to appropriately assess and counter this new potential threat.
