You will also manage the organization’s website content, writing and editing, email and digital promotions, newsletters, print and media collateral materials, press releases, blog, and online social media. On behalf of the association, you will coordinate and execute a social media marketing and communications strategy to elevate, advance, and increase our social media presence.</span></p><p><span style="font-size: 10pt; <title>Call for Session Presentation Topics</title>

<description><![CDATA[<p style="text-align: left;">We are excited to see you at <a href="https://nasao2020.com/" target="_blank">NASAO's Annual Convention</a> from September 12-15, 2021 at the Cheyenne Mountain Resort in Colorado Springs, Colorado. As we consider our educational topics for the convention,
    we want to hear from you! At this time, the conference planning committee is soliciting presentation ideas for the 2021 convention, and we want you to submit session ideas and topics.</p>
<p>The theme for this year's 90th Annual Convention is "Honoring the Past, Embracing the Future." Presentations are encouraged to highlight topics that relate to future policy, technology, and workforce development as well as notable historical subjects
    that have affected our state aviation industry.</p>
<p>NASAO members, consultants, airport personnel, and others who are passionate about our aviation system are welcome to submit presentation ideas. If you don't have a specific presentation idea to share, suggestions for topics that you would like to learn
    more about or topics you would like to hear addressed by presenters are also encouraged. Lecture, panel, and activity-based presentations are welcome. Presentations may be 45 or 90 minutes in length.</p>

<title>Legislative Alert: Senate Republicans propose $10 Billion in Aid to Airports</title>

<description><![CDATA[<div style="text-align: center;"><img src="https://nasao.org/resource/resmgr/images/legislative_update_email_hea.png" alt=""></div><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">&nbsp;</span></p><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">Yesterday Senate Republicans released a $1 trillion coronavirus economic relief package that includes $10 billion in aid to the nation’s airports as the aviation industry continues to deal with the challenges from COVID-19. While short of the $13 billion many aviation organizations had hoped for, airports will be appreciative of the additional funding. This new grant would double the $10 billion more than 3,000 airports have already received from the previous grants in the CARES Act adopted in March.</span></p><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">&nbsp;</span></p><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">Details are still emerging, but so far, we know that under the Senate Republicans’ plan, airports that receive aid would have to keep at least 90% of their workers employed through March 2021. The plan also seeks to address concerns raised in the previous aid package that disparities were created between different airports. Under the legislation proposed Monday, airports that received more than four years of operating expenses under the March coronavirus relief package will not be eligible for another emergency grant. The plan also provides $75 million for Essential Air Service.</span></p><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">&nbsp;</span></p><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">This legislation serves as Senate Republicans’ opening offer in negotiations with Democrats on the next coronavirus relief package. A $3 trillion measure from House Democrats, which the House passed in May, didn’t include funding for airports, although their “Moving Forward” Infrastructure bill contained significant increases in AIP funding.<span>&nbsp; </span>Negotiations are expected to begin in earnest amongst Senate Republicans, House Democrats, and the White House over a final package.</span></p><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">&nbsp;</span></p><p style="background: white;"><span style="color: rgb(30, 30, 30); font-size: 12pt; font-family: Arial, sans-serif;">On behalf of NASAO, I would say that we are pleased to see that policymakers on both sides of the aisle agree that additional aid to airports is vital as the nation protects aviation – a critical part of our transportation system. We hope that the discussions to resolve the differing aid bills will extend to providing federal support for states as requested by the nation’s governors, including state aviation programs, which have also been hard hit by the decline in aviation tax revenue. Dear Secretary Nielsen and Secretary Chao:</p>
<p>
We are writing on behalf of the state and local government-elected officials, whom our collective organizations represent, to request that the U.S. Department of Homeland Security (DHS) and U.S. Department of Transportation (DOT) establish and maintain, prior to the proposal of any regulatory policies, a joint series of formal federalism consultations in accordance with Executive Order (EO) 13132 (Federalism, August 19, 1999) in response to the passage of H.R. 302, Division H, Preventing Emerging Threats.</p>
<p>
Division H provides Secretary Nielsen the authority to destroy or overtake an unmanned aerial system (UAS), more commonly referred to as a drone, that has violated protected airspace or is otherwise posing a threat to the safety or security of the United States. Further, it requires the Federal Aviation Administration to develop a comprehensive strategy to provide outreach to state and local governments as well as provide guidance for local law enforcement agencies and first responders with respect to how to protect public safety, identify and respond to threats posed by UAS, and identify and take advantage of opportunities to use UAS to enhance the effectiveness of local law enforcement agencies and first responders.</p>
<p>In addition to the provisions of Division H, EO 13132 lays out specific parameters on how and when a federal agency must consult with state and local governments regarding the formulation and implementation of its policies. The implementation of H.R. 302 will have significant impacts on state and local governments, as one of the foremost responsibilities of both state and local governments is ensuring the protection of public safety, security and personal privacy. This impact is reinforced by Secretary Nielsen’s recent statements (U.S. Senate Homeland Security and Governmental Affairs Committee, October 10, 2018) regarding the department’s planned testing of counterdrone technology in certain populated areas.</p>
<p>
Unmanned aerial systems simultaneously represent one of the 21st century’s more impactful economic innovations, as well as a potential public safety and security threat. State and local law enforcement officials are on the front lines of responding to and reducing threats from unlawful drone operation and are often the first to respond to these threats to public safety. Further, state and local law officials are also responsible for the enforcement of state and local criminal laws that apply to unlawful drone operations.</p>
<p>Prior to any testing of counterdrone technology and the establishment of any regulations governing the use of counterdrone technology, the undersigned organizations request DHS and DOT establish a consultation process to ensure meaningful and timely input by state and local officials and representatives from the undersigned organizations in the development of regulatory policies on the use of counterdrone technology. These consultations should take into consideration:</p>
<ul>
    <li>What will be the conditions for notifying state and local officials on the intent to use counterdrone technology by the federal government?</li>
    <li>What are the state and local responsibilities and costs associated with training and equipping law enforcement officials in the operation of counterdrone technology?</li>
    <li>What should be the “rules of engagement” governing the use of counterdrone technology, especially in urban and populated areas?</li>
    <li>What are the state and local liabilities on the use of counterdrone technology?</li>
    <li>Any additional concerns state and local officials may have on the use of counterdrone technology.<br />
    </li>
</ul>
<p>To ensure the safety and security of both the national airspace and states and communities across the country, it is imperative that federal, state and local governments work in close coordination to appropriately assess and counter this new potential threat. <title>National Convention Presents Oklahoma Director Its Most Prestigious Award</title>

<img alt="" src="https://nasao.org/resource/resmgr/images/award-600x400.jpg" style="width: 45%; float: right; margin-bottom: 10px; margin-left: 25px;" />OKLAHOMA CITY, OK – At its recently concluded 87th annual convention and trade show in Oklahoma City, the National Association of State Aviation Officials (NASAO), presented its most prestigious award, the Kenneth Rowe Ambassador of Aviation Award, to the Director of Aeronautics from Oklahoma, Victor Bird.<br />
<br />
The Rowe Award is presented to the state aviation director who epitomizes optimism and pride in the capabilities of state aviation agencies. The award is not presented annually, and this marks the 11th time since its inception in 1994 that it has been presented.<br />
<br />
“It was an honor to be the host state for our annual convention. To be able to showcase what is our state’s second largest industry, aviation and aerospace, to my colleagues from around the country, officials from the Federal Aviation Administration, and other industry representatives was itself a privilege and honor. To be recognized by your peers with this award is most humbling. It is truly an award to my staff who are the capabilities of the Aeronautics Commission,” said Bird, the Director of the Oklahoma Aeronautics Commission.<br />
<br />
“No one has worked harder than Vic to ensure the viability of our aviation and aerospace industry. Aviation and aerospace is our second largest industry with an annual economic impact of $44 billion, an $11.7 billion payroll for 206,000 jobs, and an average salary of $73,300. I congratulate Vic for his efforts and leadership on behalf of the industry and upon his receipt of this well-deserved award,” said Governor Mary Fallin.<br />

Bird championed legislation in 2005 that repealed the sales tax on all maintenance, repair and overhaul of aircraft (MRO). This resulted in Oklahoma companies engaged in MRO, which is a large part of the aerospace industry in Oklahoma, having a competitive advantage. In 2008, he advocated for the Aerospace Industry Workforce Bill, legislation providing tax credits to the engineers that go to work in aerospace, and the aerospace employers that hire them. The legislation has significantly contributed to thousands of engineers going to work in aerospace and companies like Boeing and Northrop Grumman locating hundreds of engineering jobs in their Oklahoma operations. In 2010, Bird shepherded the Aircraft Pilot &amp; Passenger Protection Act, legislation protecting public-use and military airports from encroaching incompatible development.<br />

His work and advocacy to ensure the safety of both civil and military aviation from incompatible obstructions has been admirable. I salute him on his receiving this award from NASAO.”<br />

Bird has been the director of the Oklahoma Aeronautics Commission since 2002. In 2010, he served as chairman of NASAO, the only Oklahoma director to ever serve in that capacity. Bird has been previously honored by the aviation community. In 2009, he received the General Thomas P. Stafford Award from the Oklahoma Aerospace Alliance for his outstanding contribution to the Oklahoma aerospace industry. In 2010, he was awarded the Joseph B. “Doc” Hartranft Award by the Aircraft Owners and Pilots Association (AOPA). The Hartranft Award is annually presented to an elected or appointed federal, state, local, or foreign government official who has made significant contributions to the advancement of general aviation. Bird is the first and only non-elected recipient of the Hartrfanft Award. In 2017, Bird received the Chairman’s Award from NASAO for his dedication and unwavering support for NASAO and its membership.<br />
