Committees

NASAO’s committee structure is aligned with the association’s strategic goals:

  1. Investment – Ensure public investment sufficient to provide safe and efficient access to the national aviation system for all Americans.
  2. Technology – Support the efficient use of emerging technologies to improve the national aviation system’s capacity and provide access to more communities across the nation.
  3. Communication – Promote information exchange, emphasizing public awareness, understanding and education regarding the importance of the national aviation system to the health, economic development and quality of life for our communities.

The committees also provide members a forum to address issues such as funding airport improvements and NextGen, land use, security, safety, operations, certification, federal and international affairs, communications and public relations. Each committee is chaired by a NASAO member and is populated with NASAO members or state aviation agency subject experts. AIRPORT PLANNING, DEVELOPMENT & OPERATIONS COMMITTEE

BLOCK GRANT COMMITTEE

The NASAO Block Grant Task Group promotes the voluntary expansion of the state block grant program, works towards increased flexibility in state administration of the program, acts as a forum for resolving common state issues, and serves as a resource to share with existing block grant states and to educate new states entering the state block grant program. The committee works under a Memorandum of Understanding with the Federal Aviation Administration.

The purpose of the Block Grant Committee is to ensure effective implementation of the federal block grant program and to support current and future block grant states.

COMMUNICATIONS COMMITTEE

The communications committee ensures meaningful, timely internal and external communications of matters of interest to the NASAO membership.

FINANCE COMMITTEE

The Finance Committee shall prepare the budget in such form and detail as the NASAO Board may require, propose the revenue allocation for the forthcoming fiscal year, and recommend its adoption to the Executive Committee and the Board for approval. The committee shall have general fiscal oversight responsibilities and other fiscal duties as assigned by the Chairperson.

LEGISLATIVE AFFAIRS COMMITTEE

The purpose and mission of the Legislative Affairs Committee shall be to monitor aviation and aerospace policy and regulatory issues and trends for the purpose of providing advice and counsel to the NASAO Executive Committee, Board of Directors (Board) and staff on any such issues. The Committee shall particularly focus upon federal legislation, policy or proposed or final regulatory actions that may have a direct or indirect impact upon the NASAO membership, the commercial and general aviation airports within of the several states, or the airports/aviation/aerospace industry.

 The NASAO Legislative Affairs Committee is responsible for the drafting and implementing the legislative activities of the organization. Annually, the committee recommends a legislative agenda to the NASAO Executive Committee that represents the needs of the states and the public interest in the national aviation system.

NASAO/AASHTO STANDING COMMITTEE ON AVIATION

In 2006 NASAO signed a Memorandum of Understanding with the American Association of State Highway and Transportation Officials (AASHTO) to coordinate the efforts of the two associations on aviation policy matters. The NASAO/AASHTO Standing Committee on Aviation reviews aviation policy and makes recommendations to both AASHTO's and NASAO’s Board of Directors. The committee also identifies and reports on federal regulatory mandates of national concern and operates as a forum to exchange information regarding aviation issues. The committee is made up of a Chairman, Vice-Chairman and Secretary as well as four members from each AASHTO region (two of which are proposed by NASAO). Members are appointed by the AASHTO President to four-year terms. Reappointment is possible at the discretion of the ASSHTO President.

NEXTGEN & AIRSPACE COMMITTEE

The purpose of the committee is to monitor Airspace and NextGen impacts, evaluate and develop NASAO’s priorities on critical NextGen/Airspace/Technology issues and work with congress and/or the Federal Aviation Administration and the aviation industry to address concerns and related issues to insure a safe aeronautical transportation system.

NOMINATIONS COMMITTEE

The mission of the NASAO Nominations Committee is to ensure a transparent and efficient nominations process of NASAO Executive Officers, Board of Directors, Regional Directors, and Finance Committee Members. Providing to member states an integrated approach to allow all members the opportunity to serve the organization.

UAS COMMITTEE

The mission of the UAS Committee is to provide advice and direction to the NASAO Board, staff and Legislative Committee on policy related to federal UAS regulation, and to provide for a method of identifying challenges and opportunities of member states related to the integration and growth of UAS operations across the country.

FAA and NASAO will explore methods of working collaboratively to provide information on current and proposed UAS rules and authorization of UAS operations, enhance infromation sharing and increase awareness of UAS activities within the states.
