State aviation agencies will be essential in enabling AAM operations through planning, zoning, site approval, licensing, airspace protection and funding, just as they have historically played for other aviation facilities. These responsibilities draw on local and regional expertise that federal authorities cannot replicate, underscoring why the states’ role must adapt as AAM becomes a reality.”<br /><br />On behalf of NASAO, Pecoraro made five key recommendations to Congress:<br /></p><ol><li>Establishment of a formal working group consisting of senior FAA officials and the states to collaboratively rethink how we modernize our aviation system to accommodate these new operations. </li><li>Regular oversight of the FAA as it develops and establishes standards for planning and infrastructure requirements, such as charging stations, as well as sensor and communication requirements to ensure interoperability across different aircraft types and airports. </li><li>Provide federal funding beyond current AIP levels to support planning and infrastructure development, including increasing the annual amount airports receive from NPE. Binder III has made a lasting impact on the aviation landscape of Alaska and the nation through his leadership, vision and dedication. He is recognized for his transformative leadership of Alaska’s aviation system — one of the largest and most complex in the country. During his tenure, he oversaw 237 rural airports, two international airports, and several critical statewide programs, ensuring reliable access to transportation in a state where aviation is essential. A retired U.S. Air Force lieutenant colonel and longtime advocate for aviation safety and infrastructure, Binder also served on the NASAO board of directors, bringing Alaska’s unique voice to national aviation policy conversations. His career reflects a deep commitment to public service, operational excellence, and advancing aviation at the state and federal levels.</em><em><strong></strong></em></p><p><em><strong></strong></em><strong>State Aviation Distinguished Service Award: Richard Mills, P.E.</strong>, airport engineer, Arkansas Division of Aeronautics<em></em></p><p style="margin-left: 40px;"><em>Richard Mills has led efforts to improve and maintain all of Arkansas’ public-use airports. Through the State Airport Aid Grant Program, he has helped award more than $261 million to support thousands of airport projects across the state, helping communities maintain vital access to air travel. He has also conducted nearly 1,000 airport 5010 inspections. His dedication has made a measurable impact on access, safety and infrastructure across Arkansas.&nbsp;</em></p><p><strong>Most Innovative State Program Award: Tennessee Department of Transportation, Aeronautics Division</strong> – Tennessee Aviation Professional (TAP) Academy&nbsp;<br /></p><p style="margin-left: 40px;"><em>The Tennessee Department of Transportation’s Aeronautics Division developed the TAP Academy to provide new airport managers and aviation professionals with a strong foundation in the basics of aviation systems, safety, airport self-sufficiency, regulations and project management. As state and federal regulations evolve, the TAP Academy also helps ensures airport professionals have the knowledge they need to succeed. Offered twice a year, the program has become a cornerstone of workforce development for Tennessee’s aviation system.&nbsp;</em></p><p><strong>NASAO Center Aviation Education Program Award: North Dakota Aeronautics Commission</strong> – Fly-ND Career Expo&nbsp;<br /></p><p style="margin-left: 40px;"><em>The North Dakota Aeronautics Commission developed the Fly-ND Career Expo, a dynamic, hands-on program designed specifically for high school juniors and seniors across the state. More than just a career day, this annual event gives students with meaningful exposure to aviation through interactive experiences, direct engagement with industry professionals and opportunities to explore real career paths. With nearly 800 students reached to date, the program has not only sparked curiosity but also opened doors — offering scholarships and building valuable connections between young people and the aviation community.</em></p><p><strong>President’s Award: Gregory W. Campbell</strong>, director of the Virginia Department of Aviation, and <strong>John S. These papers address the states’ role in AAM, infrastructure needs, opportunities to leverage existing general aviation infrastructure, and approaches to harmonize policies across the states.&nbsp;<br /><br />After two years of thoughtful discussions and gathering in different parts of the country, these papers are the culmination of thoughts by the 36 state members, setting the framework for nationwide consistency as AAM is integrated into the national airspace system. The papers are now available on the <a href="https://nasao.org/page/advanced-air-mobility-multistate-collaborative" target="_blank"><span style="text-decoration: underline;">Collaborative’s new website</span></a>.<br /><br />"In the fall of 2023, a small group of State Aviation Officials began conversations regarding the need to collaborate and harmonize efforts of the States, working together to find consensus on how the states can manage the rollout of the ground-based policies and services supporting AAM,” said Greg Campbell, Virginia Department of Aviation Director. “This culminated in the first meeting of what would become the AAM Multistate Collaborative AAMMC, near Dulles International Airport in Virginia, in November 2023. This small gathering of eight to ten States in that initial summit, has evolved and strengthened, representing 36 States participating in the AAMMC which is now nationally recognized for its constructive collaboration."&nbsp;<br /><br />“The multistate collaborative effort for advanced air mobility is the epitome of the important work NASAO does,” said Martin Blake, NASAO Board Chair and INDOT Multimodal Division Director. “The amazing things that happen when people from over 30 state governments, federal officials, and industry professionals gather is a profound experience. When so many intelligent people gather sharing their unique perspectives, the tendency leans toward ‘boiling the ocean,’ but otherwise many of those thoughts and ideas would be left unspoken and never addressed. NASAO is an amazing source of bringing folks together in a way that slices a huge challenge into manageable tasks with the states working together in partnership with FAA and each other. The NAA is the National Aero Club (NAC) member of the FAI and delegates authority to NASAO, who oversees the event in partnership with the NAA. The contest has introduced air sports to children nationally for decades and continues to inspire the next generation of aviation enthusiasts and athletes through the participation of NASAO’s state members.&nbsp;<br /><br />The contest opens for submissions after the FAI announces the theme during the summer.     our nation’s air traffic control system. Recent issues—especially those at DCA and EWR—remind us of the urgent need for a sharp focus on the safety and efficiency of the National Airspace System (NAS) and the dire necessity to address antiquated technology
    and the staffing shortage.<br /></p>
<p style="text-align: left;">We are pleased that the Secretary has identified the priorities of what must be done to maintain safety and remain a leader in air navigation services. We applaud the Administration’s budget request of $4 billion for FAA’s technology and facilities account
    (F&amp;E), which is higher than ever before. However, based on decades of Federal budgets not even keeping up with inflation, the system is in serious need of continued sufficient budget requests as well as an immediate robust infusion of resources.<br /><br />We applaud Chairman Graves’ critical first step in moving forward on $12.5 billion of funding. As the Modern Skies Coalition and Chairman Graves have indicated, this was a down payment to address these systemic, ongoing problems. Based on
    our analysis, we believe a minimum of $18.5 billion in additional emergency funding should be appropriated over the next three years above the FAA’s annual F&amp;E budget. The staffing and technology challenges facing the NAS did not appear overnight and will require strong leadership
    and oversight to hold FAA accountable to maximize the value and effectiveness of these investment resources and deliver a world class system.</p><p style="text-align: left;">We are deeply appreciative that Secretary Duffy has made our nation’s air traffic control

<p>As stakeholders from across the aviation industry, we have sounded the alarm for decades about the challenges created by aging technology and infrastructure, as well as the controller and technician staffing shortages. We appreciate the hard work of Chairman

<title>Aviation Stakeholders Join Together to Call on Congress to Avert a Government Shutdown</title>

<description><![CDATA[<p style="text-align: left;">FOR IMMEDIATE RELEASE<br />March 14, 2025<br />Contact: Taylor Bryan<br />(202) 925-7345<br /><br /><strong>WASHINGTON (March 14, 2025)</strong> – The National Association of State Aviation Officials (NASAO) as part of a coalition of aviation stakeholders from industry and labor sent <a href="https://www.natca.org/wp-content/uploads/2025/03/Aviation-Stakeholder-Letter_032025-2.pdf" target="_blank"><span style="text-decoration: underline;">a letter</span></a> to Congressional leaders in the U.S. House of Representatives and U.S. Senate, calling on both parties to take immediate action to avoid a government shutdown.<br /><br />In the letter, the aviation stakeholders stressed the negative effects a government shutdown of any length would have on the National Airspace System (NAS).<br />&nbsp;<br />“Shutdowns are extremely detrimental to the Federal Aviation Administration (FAA) by suspending air traffic controller hiring and training, delaying the implementation of safety initiatives, postponing maintenance, and repair work to critical air traffic equipment, suspending air carrier pilot check rides, delaying airworthy inspections for aircraft, deferring the analysis of voluntary safety reporting, and suspending work on modernization and infrastructure programs. During a shutdown, many FAA employees are furloughed, meaning that they cannot perform their duties that support aviation safety, aircraft certification and the integration of new entrants. The ensuing backlogs cause further delays in these critical FAA services long after funding resumes.<br /><br />“While air traffic controllers will continue to work without pay, many of the employees who support them are furloughed, and the programs that the FAA uses to review and address safety events are suspended. The update, conducted by PwC US Tax LLP, determined that general aviation supports a total 1,330,200 jobs and a total of $339.2 billion in total economic output in the U.S.<br /><br />The General Aviation Manufacturers Association (GAMA), Aircraft Electronics Association (AEA), Aircraft Owners and Pilots Association (AOPA), Experimental Aircraft Association (EAA), National Association of State Aviation Officials (NASAO), National Air Transportation Association (NATA), National Business Aviation Association (NBAA) and Vertical Aviation International (VAI) sponsored the study. Leaders of the associations were encouraged by the study’s depiction of the significant contribution that the general aviation industry has on the U.S. economy.&nbsp;<br /><br />“While general aviation’s contribution to the nation’s economy and transportation system is often overlooked, this study outlines the critical role it plays in connecting communities and providing job opportunities,” said Greg Pecoraro, President and CEO of NASAO. “No matter where you live in America, general aviation and the airports that support it help move people, goods, and services that are an integral part of our lives. The vast majority of the nation’s airports were designed and built to support general aviation, and they continue to play an irreplaceable role in our aviation infrastructure.”<br /><br />“We are proud to report that despite challenges that have plagued the entire aerospace industry since the beginning of the pandemic, the segment of the U.S. economy affected by general aviation grew over 150,000 jobs and an additional $92 billion in annual economic impact since last reported in 2020,” said Pete Bunce, GAMA President and CEO. “This growth takes place at a time when the importance of the societal benefits that general aviation brings to humankind around the globe cannot be overstated.
